St. Paul police body cam video of fatal shooting
No criminal charges will be filed against two St. Paul Police officers in connection with a shooting that left a man dead.
Phumee Lee was fatally wounded by the officers on October 5, 2017 after his girlfriend called police and reported that she and their five children were being held at gunpoint inside a home at 464 Earl Street. The girlfriend told dispatchers that the 28-year-old Lee was threatening to kill them, and had fired two shots from a revolver.
Police were able to safely get the children from the home, before Lee was seen leaving the home and heading down the sidewalk. Video from a neighbor's security system shows officers following Lee and repeatedly telling him to stop. At one point Lee could be seen turning to face the officers, grabbing something from his right front pocket and pointing it at them. It appears to show the object flash. Officers Jordan Wild and Daniel Gleason then opened fire, killing the suspect. A .38 caliber revolver was found near Lee's body.
After reviewing the evidence, interviewing everyone involved and analyzing the security footage the Ramsey County Attorney's Office ruled that the officers discharging their weapons was both necessary and justified as Lee posed a deadly threat to their lives, and those of nearby officers.
"There is no question that responding officers, including Wild and Gleason, were aware they were responding to a dangerous situation involving a suspect who had just held a woman and children at gunpoint, threatening to kill them, and that he had fired his weapon inside the home and was likely armed," said Ramsey County Attorney John Choi in a statement. "In this type of situation, officers are expected and trained to find and apprehend the suspect."
